Scope of Work
L’objectif général de la mission est de réaliser un audit indépendant des conventions pluriannuelles de maîtrise d’ouvrage déléguée exécutées par l’AGEROUTE, afin d’évaluer leur gestion, leur conformité, leur performance et leur efficacité, et de formuler des recommandations visant à améliorer leur mise en œuvre.
Requirements & Qualifications
Les cabinets intéressés doivent fournir les informations démontrant qu’ils possèdent les qualifications requises et une expérience pertinente pour l’exécution des services. - être un Cabinet ou groupement de cabinets régulièrement constitué, disposant des capacités professionnelles et techniques nécessaires et justifiant d’au moins cinq (5) ans d’expérience générale dans l’audit de projets, programmes, conventions ou opérations du secteur des transports ; - disposer d’une (1) expérience avérée en audit technique, financier, institutionnel et de performance, notamment dans le domaine de l’entretien routier et des infrastructures de transport ; - avoir réalisé au moins cinq (5) missions similaires, dont des missions d’audit de conventions, contrats, projets ou programmes routiers ou d’infrastructures financés sur ressources publiques ou extérieures. À ce titre, le consultant (cabinet) devra fournir les pièces à conviction y afférentes (attestation de service fait ou bonne fin d’exécution ; les pages de garde et de signature des contrats, ou tout document équivalent permettant de vérifier les références présentées).
