This is a national tender issued by Chad's Ministry of Health and Prevention, through its Project Coordination Unit, for the purchase and delivery of 35 motorcycles intended to support supervision of community health worker (ASC) activities and the distribution of samples for CEREC. The procurement is financed by a World Bank IDA grant under the Health Security Project for West and Central Africa (HeSP), and will be conducted as a single lot through national competitive bidding open to eligible bidders. Bidders must obtain the bidding documents, available in French, from the Project Coordination Unit in N'Djamena for a non-refundable fee of 200,000 CFA francs, payable in cash. Bids must be submitted in sealed form to the same address by 12 October 2026 at 11:00 local time, with public opening at 12:00 the same day. Electronic submission is not permitted. Bids must be accompanied by a bid security of 1,500,000 CFA francs and remain valid for 120 days from the bid submission date. The notice specifies conditions on bid security validity, a required declaration on sexual exploitation and abuse or sexual harassment, and disclosure requirements for the beneficial owners of the winning bidder.

Scope of Work
Acquisition et livraison des trente (35) motocyclettes pour la supervision des activités des ASCs et la distribution des échantillons pour le CEREC, en un seul (01) lot.
Requirements & Qualifications
Les offres doivent être accompagnées d'une Garantie d'offre égale à : Un million cinq cent mille (1 500 000) francs CFA. Le délai de validité des offres est de 120 jours à compter de la date de remise des offres. Les garanties d'offres devront être délivrées par une institution bancaire agréée par la BEAC et devront demeurer valides trente (30) jours après la fin du délai de validité de l'offre. Toutes les Offres doivent être accompagnées par une Déclaration sur l'Exploitation et les Abus Sexuels (EAS) et/ou le Harcèlement Sexuel (HS). Le Règlement de Passation des Marchés exige que l'Emprunteur divulgue les informations sur les bénéficiaires effectifs du Soumissionnaire attributaire, dans le cadre de l'avis de Notification d'Attribution de Marché, en renseignant le Formulaire de divulgation des bénéficiaires effectifs inclus dans le dossier d'appel d'offres. Le Dossier d'Appel d'offres en Français peut être acheté par tout Soumissionnaire intéressé en formulant une demande écrite contre un paiement non remboursable de deux cent mille (200 000) Francs CFA.
