Kaduna State Government, through the Kaduna State Livestock Productivity and Resilience Support Project (L-PRES), is inviting sealed bids for civil works funded by an International Development Association credit under Nigeria's Livestock Productivity and Resilience Support Project. The works are split into three lots: construction and remodeling of livestock markets at Mariri, Makarfi, Anchau and the Kafanchan International Pig Market; construction of a live birds market, poultry slaughterhouse and cold chain facility in Kaduna Central Market; and modification of slaughter slabs at Sabon Tasha, Danmagaji, Zaria City and Ikara. Each lot carries its own bid security amount, minimum financial capability threshold and average annual construction turnover requirement, ranging from smaller figures for Lot 3 up to over 1.5 billion naira turnover for Lot 1. Bidders can inspect and obtain the bidding document at the L-PRES project office in Kaduna, and a complete set in English can be purchased for a nonrefundable fee of 50,000 naira per lot, payable by bank draft. Bids close at noon on 29 September 2026 and will be opened immediately afterward at the same address, with representatives of bidders permitted to attend. Late submissions will not be accepted.
Overview
This is an invitation for bids issued by the Kaduna State Livestock Productivity and Resilience Support (L-PRES) Project for civil works funded by an IDA credit routed through the Federal Government of Nigeria to Kaduna State. The works cover renovation and construction of livestock market infrastructure, a poultry and cold chain facility, and modification of existing slaughter slabs across several Kaduna State locations, divided into three separate lots.
Scope of Work
Lot 1: Construction and Remodeling of key Livestock Markets at Mariri, Makarfi, Anchau and Kafanchan International Pig Market. Lot 2: Construction of live birds' market, Poultry Slaughter house and Cold Chain Facility in Kaduna Central Market. Lot 3: Modification of slaughter slabs at Sabon Tasha, Danmagaji, Zaria City, and Ikara. Bidding will be conducted through the Request for Bids (RFB) procedures specified in the World Bank's Guidelines for Procurement of Civil Works under IBRD Loans and IDA Credits and is open to all bidders from eligible Source Countries as defined in the Guidelines. Bids must be delivered on or before 12.00 Noon on Tuesday 29th September 2026 and must be accompanied by a Bid Security in the amount stated for the relevant lot. Late bids will be rejected. Bids will be opened in the presence of bidders' representatives who choose to attend on Tuesday 29th September 2026 by 12.00 Noon, immediately after close of submission.
Requirements & Qualifications
Qualification's requirements include: Average annual financial capacity of the last 3 years; Experience as contractor carrying out at least two projects of similar nature and complexity over the last 3 years (to comply with this requirement, the work cited should be at least 90% complete); Availability of essential equipment (own, lease, hire, etc) as listed in the Bidding Data Sheet; Contract Manager with 15 years' experience in construction works of an equivalent nature and volume including not less than 10 years as Contract Manager; and All Bids must be accompanied by a Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration, a comprehensive and concise Environmental and Social Management Strategies and Implementation Plans (ES-MSIP) and shall submit the Code of Conduct that will apply to the Contractor's employees and subcontractors as required by ITB 11.1 (h) of the Bid Data Sheet. A complete set of Bidding Document in English Language may be purchased by interested bidders on the submission of a written application to the L-PRES office and upon payment of a nonrefundable fee of Fifty Thousand Naira (N50,000.00) per lot, by bank draft in favor of Kaduna State Livestock Productivity and Resilience Support (L-PRES) Project.
