Scope of Work
L’objectif général est d’améliorer sensiblement la qualité de la budgétisation programme, renforcer la chaîne de la performance et consolider l'élaboration des PAP et des CDMT dans les ministères sectoriels, en vue d'assurer un basculement effectif et crédible vers le budget-programme en 2028. De manière spécifique, il s’agira de : , Consolider la maquette programmatique des ministères sectoriels et clarifier les cadres de performance (chaîne objectif, résultat, indicateur SMART) ; , Accompagner l'élaboration des PAP de qualité pour les cycles budgétaires 2027 et 2028, alignés sur les politiques sectorielles et le PNSD ; , Appuyer le développement et la mise à jour des CDMT sectoriels en cohérence avec le cadrage macro-budgétaire ; , Renforcer les capacités des cadres des ministères en matière de GAR, de pilotage par la performance et d'articulation PAP, RAP ; , Contribuer à la mise en place d'un dispositif pérenne de suivi de la performance sous l'égide de la DGDSP ; , Appuyer le développement des outils permettant la gestion du budget en mode programme.
