Global Employer of Record (EoR) Services

HAUS Finnish Institute of Public Management Ltd is seeking tenders to establish a framework agreement for Global Employer of Record services, supporting its international development cooperation and public sector reform projects. The framework will cover countries where HAUS lacks a legal presence or local HR and payroll capacity, allowing selected providers to act as legal employer for locally recruited staff while HAUS retains recruitment, supervision and operational management. Services required include employment contract administration, payroll processing, statutory deductions and social security, benefits and insurance administration, onboarding and offboarding, HR support, compliance monitoring, and assistance with work permits and immigration matters. Current needs cover the Philippines, Moldova, Nigeria, Bosnia and Herzegovina, and Albania, with possible future needs in Nepal, Indonesia, Ethiopia and Tanzania; the country list may change over time. Up to three service providers will be selected, with individual assignments awarded later through mini-competitions among them. The initial contract period is 24 months, extendable by two further 12 month periods, for a maximum total duration of 48 months. The estimated maximum value of the framework agreement is EUR 8,000,000 excluding VAT, though this figure is not a purchase guarantee and creates no minimum volume obligation. Providers are expected to have proven international experience delivering employment, payroll, compliance and HR administration services across multiple jurisdictions, directly or through compliant local entities and partner networks.
