Design and Supervision of the Construction of Three (3) Animal Quarantine Facilities at Gbalamuya (Gbinleh Chiefdom), Limbaya (Sulima Chiefdom), and Kombayendeh (Lei Chiefdom), to Strengthen Animal Health, Disease Surveillance, and Safe Livestock Trade

The Ministry of Health of Sierra Leone, through the Integrated Health Projects Administration Unit, is seeking expressions of interest from consulting firms for the design and supervision of construction of three animal quarantine facilities at Gbalamuya, Limbaya and Kombayendeh. The assignment falls under the Quality Essential Health Services and Systems Support Project, financed with support from the Pandemic Fund. The work aims to strengthen animal health, disease surveillance and safe livestock trade. Consulting firms are invited to submit information demonstrating their qualifications and experience, with selection to follow the Quality and Cost Based Selection method under World Bank procurement rules. The notice sets out shortlisting criteria centred on firm qualifications and experience and the availability of qualified, experienced staff as detailed in the Terms of Reference. It also references World Bank conflict of interest provisions and allows consultants to associate through joint ventures or sub-consultancies, with joint and several liability applying to joint venture partners.
