Consulting Services for Preparation of System Design Requirements, Procurement Documents, and Supervision of Deployment of an Electronic Documents and Records Management System (e-DRMS) at the Urban Development Department and Three Municipalities in Kenya

The State Department for Housing and Urban Development, under Kenya's Ministry of Lands, Public Works, Housing and Urban Development, is seeking expressions of interest from consulting firms for services linked to the Second Kenya Urban Support Program (KUSP II), financed by the World Bank. The assignment covers preparing system design requirements, procurement documents, and supervising the deployment of an Electronic Documents and Records Management System for the Urban Development Department and three municipalities in Kenya. The work is intended to run for eight calendar months across two phases from contract start. Selection will follow the Quality and Cost-Based Selection method under World Bank procurement rules. Firms wishing to participate must demonstrate at least ten years operating in records management and information technology or a related field, along with prior completion of at least two comparable assignments within the last seven years. Submissions should include details of similar past work such as client information, scope, contract value, timelines and deliverables, plus evidence of technical and managerial capacity.
