Consultancy Services to conduct a Comprehensive Feasibility Study to Develop Technical Specifications and Establishment of a National Weather Radar Network for Zambia
The Ministry of Green Economy and Environment in Zambia is seeking expressions of interest from consulting firms to carry out a feasibility study for establishing a national weather radar network. The assignment falls under the TRALARD II project, which is funded through a combination of World Bank and other climate finance sources totalling USD 137 million and covers Copperbelt, Luapula, Muchinga, Northern and Southern Provinces. The study is expected to cover technical, financial, institutional, environmental and operational aspects of the proposed radar network, and to produce procurement-ready specifications for the radar systems and associated infrastructure. The indicative duration of the assignment is 24 weeks. Firms wishing to be considered must demonstrate at least ten years of relevant corporate experience, prior involvement in weather radar or comparable remote-sensing network projects, multidisciplinary technical capability, and experience with World Bank or similar internationally financed assignments, including work in Sub-Saharan Africa or comparable settings. Selection will follow the Quality and Cost-Based Selection method. Overview
This is a request for expressions of interest issued by Zambia's Ministry of Green Economy and Environment for consulting services to conduct a feasibility study on establishing a national weather radar network. The assignment is part of the TRALARD II project, financed by the World Bank and other climate funds. The selected consultant will assess technical, financial, institutional, environmental and operational aspects and produce procurement-ready specifications for the network.
Scope of Work
Situational assessment, observing-network gap analysis, user needs and sector consultations. Radar-network design and site selection using terrain and coverage modelling, including site surveys and specialised aviation requirements. Development of vendor-neutral, procurement-ready radar, civil-infrastructure, power, communications, processing and acceptance-test specifications. Financial and economic analysis covering CAPEX, OPEX, 20-year lifecycle costs, benefits and financial sustainability. Institutional, staffing, competency, training and operations-and-maintenance capacity assessment. Environmental and social assessment of proposed sites and mitigation measures. Phased implementation strategy, procurement approach, financing options, risk register and monitoring and evaluation framework. The indicative period of performance is 24 weeks. Requirements & Qualifications
The Ministry now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants shall provide information demonstrating the required qualifications and relevant experience. The shortlisting criteria are:
- At least ten (10) years of corporate experience delivering assignments of similar nature and complexity.
- Demonstrated experience in feasibility assessment, design, specification, implementation support or supervision of weather-radar networks or comparable national-scale remote-sensing observing networks.
- Demonstrated capability in radar coverage modelling and siting; radar-system and civil-infrastructure specifications; telecommunications and data integration; lifecycle costing; and environmental and social assessment.
- A proven record on World Bank-financed or comparable international development assignments.
- Relevant experience in Sub-Saharan Africa or a comparable developing-country context.
- Availability of appropriate multidisciplinary expertise. Key Experts will not be evaluated at the shortlisting stage. The EOI should include the firm’s legal name and contact details; brief corporate profile; description of relevant assignments with client, country, dates, contract value/role and contactable references; and, where applicable, the intended form and members of any association. Firms should not submit a technical or financial proposal at this stage.
